<description>&lt;p&gt;&lt;strong&gt;Notice&lt;/strong&gt; is hereby given this 11th day of May, 2026, pursuant to &lt;em&gt;Minnesota Statutes, Section 18.83, Subdivision 1 (2009)&lt;/em&gt;, that all persons in Todd County, Minnesota, shall control or eradicate noxious weeds on land they occupy or are required to maintain (Landowners are required to control noxious weeds on lands enrolled in an FSA program. Please contact FSA for control requirements). Control or eradication may be done by any lawful method, but the method(s) may need to be repeated to prevent spread of viable noxious weed seeds and other propagating parts. Failure to comply with the general notice may mean that an individual notice, &lt;em&gt;Minnesota Statutes, Section 18.83, Subdivision 2 (2009)&lt;/em&gt;, will be issued. Failure to comply with an individual notice may mean the inspector having jurisdiction may hire the work done. If the work is hired done, the cost can be placed as a tax upon the land and collected as other real estate taxes are collected. <description>&lt;p&gt;&lt;strong&gt;Emerald Ash Borer Found in Todd County&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Emergency quarantine on wood movement put in place for Todd County&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;St. Paul, MN: &lt;/strong&gt;The Minnesota Department of Agriculture (MDA) has confirmed emerald ash borer (EAB) in Todd County for the first time. There are now 60 counties in the state, including Todd, with EAB.&lt;/p&gt;
&lt;p&gt;MDA staff confirmed EAB infested trees along State Hwy 28 near Burtrum, MN.&lt;/p&gt;
&lt;p&gt;EAB was first discovered in Minnesota in 2009. The insect larvae kill ash trees by tunneling under the bark and feeding on the part of the tree that moves nutrients up and down the trunk. Often, the trees show several signs of infestation because of this. Woodpeckers like to feed on EAB larvae, and woodpecker holes may indicate the presence of emerald ash borer. Also, EAB tunneling can cause the bark to split open, revealing characteristic S-shaped galleries underneath.&lt;/p&gt;
&lt;p&gt;Because this is the first time EAB has been identified in Todd County, the MDA is enacting an emergency quarantine of the entire county. The quarantine limits the movement of firewood and ash material out of the area.&lt;/p&gt;
&lt;p&gt;The MDA issues quarantines for all areas known to have EAB to reduce the risk of further spreading the tree-killing insect.&lt;/p&gt;
&lt;p&gt;A virtual informational meeting for residents and tree care professionals in Todd County will be held with experts from the MDA. Staff will give a brief presentation followed by a question-and-answer session.&lt;/p&gt;

&lt;li&gt;Paving work is anticipated to start the week of May 26&lt;sup&gt;th&lt;/sup&gt;-29&lt;sup&gt;th&lt;/sup&gt;, with shouldering and striping to follow. With the current schedule all work should be completed by mid-June&lt;/li&gt;
&lt;li&gt;The road will continue to remain open with signage and flaggers present as needed during paving and shouldering operations.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;u&gt;CSAH 48 (SAP 077-648-005) from U.S. Hwy. 71 to TH 287:&lt;/u&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;All pavement surface milling operations have been completed with milled segments ready for new pavement.&lt;/li&gt;
&lt;li&gt;Excavation and backfill work has been completed to correct subgrade material at one culvert pipe location at the 255&lt;sup&gt;th&lt;/sup&gt; intersection. This segment will be open with gravel surfacing until asphalt paving occurs.&lt;/li&gt;
&lt;li&gt;Paving work is anticipated to start the week of June 1&lt;sup&gt;st&lt;/sup&gt;-5&lt;sup&gt;th&lt;/sup&gt;, with shouldering and striping to follow. With the current schedule all work should be completed by mid-June&lt;/li&gt;
&lt;li&gt;The road will continue to remain open with signage and flaggers present as needed during paving and shouldering operations.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;u&gt;CSAH 4 (CP 77-26-01) Culvert Pipe Replacement West of 161&lt;sup&gt;st&lt;/sup&gt; Ave. Intersection:&lt;/u&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;The culvert replacement work has been completed with gravel surfacing over the excavation area; the roadway will remain open to traffic.&lt;/li&gt;
&lt;li&gt;Traffic should slow down when crossing the gravel surfacing as there will be a slight bump and potential for loose gravel until paving can be completed.&lt;/li&gt;
&lt;li&gt;Paving work to patch this area is anticipated for early-June with shouldering and striping to follow. All work should be completed by mid-June.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;strong&gt;&lt;u&gt;Miscellaneous Paver Patches (CP 77-26-01):&lt;/u&gt;&lt;/strong&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Asphalt paver patches have been completed on CSAH 1, CSAH 10, CSAH 36 and CR 94. Aggregate shouldering and striping will follow and are anticipated to be completed by mid-June.&lt;/li&gt;

&lt;p&gt;&lt;strong&gt;OTTER TAIL COUNTY, MINN. January 2026&lt;/strong&gt; &amp;ndash; A new study shows that Minnesota waste-to-energy facilities, like the Perham Resource Recovery Facility&amp;nbsp; ((PRRF) operating in Perham, effectively destroy harmful chemicals called per- and polyfluoroalkyl substances (PFAS) also known as forever chemicals found in everyday trash.&lt;/p&gt;
&lt;p&gt;Members of the Minnesota Resource Recovery Association (MRRA) voluntarily paid for the independent study. Barr Engineering worked with Eurofins Laboratories to test three Minnesota waste-to-energy facilities. The results show that these facilities destroy between 99.6% and 99.97% of PFAS through high-temperature incineration.&lt;/p&gt;
&lt;p&gt;&quot;This study confirms what we've believed about our waste-to-energy facility here in Otter Tail County,&quot; said Chris McConn, director of Solid Waste. &quot;Our residents can feel confident that when they dispose of items containing PFAS, our facility is destroying these harmful chemicals instead of letting them seep into our groundwater.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;What are PFAS? &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;PFAS are chemicals used in thousands of everyday items. They are commonly found in furniture, clothing, non-stick pans, food containers, cleaning supplies, and building materials. These&amp;nbsp; &amp;ldquo;forever chemicals&amp;rdquo; last a long time in the environment and are harmful to human health. &lt;strong&gt;&amp;nbsp;&lt;/strong&gt;&lt;/p&gt;
&lt;h1&gt;Why This Matters&lt;/h1&gt;
&lt;p&gt;When PFAS-containing items go in the trash, the chemicals end up in landfills or waste-to-energy facilities. In landfills, PFAS can leak into groundwater. Leachate collected at landfills is treated at wastewater treatment facilities that often do not remove PFAS and discharge to nearby surface waters..&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The study measured PFAS in air emissions and ash from three different waste-to-energy plants.&amp;nbsp; Researchers found:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;High-temperature burning destroys nearly all PFAS in trash&lt;/li&gt;
&lt;li&gt;Very little PFAS remains in the ash&lt;/li&gt;
&lt;li&gt;Air emissions contain PFAS levels well below Minnesota health guidelines&lt;/li&gt;
&lt;/ul&gt;
&lt;h1&gt;About PRRF&lt;/h1&gt;
&lt;p&gt;The PRRF is owned by five member counties: Becker, Clay, Otter Tail, Todd and Wadena.&amp;nbsp; PRRF processes waste from all&amp;nbsp; five counties as an alternative to landfilling. The Minnesota Pollution Control Agency (MPCA) considers resource recovery a preferred waste management method compared to landfilling. The facility incinerates municipal solid waste to generate steam. This steam is sold to nearby industries&amp;nbsp; (Bongards and Tuffy&amp;rsquo;s Pet Foods). &lt;p&gt;Todd County has completed an updated draft of its Hazard Mitigation Plan (HMP) and is now seeking public feedback.&lt;/p&gt;
&lt;p&gt;Like all Minnesota counties, Todd County is vulnerable to a variety of natural hazards such as tornadoes, windstorms, severe winter storms, flooding, drought, and extreme temperatures, which can threaten the loss of life and property in the county. Planning for natural disasters minimizes the impact of events that can cause vast economic loss and personal hardship.&lt;/p&gt;
&lt;p&gt;All county residents, interested agency or organizational stakeholders are encouraged to review and offer feedback on the draft plan and proposed local mitigation actions.&amp;nbsp; The review and comment period is open for a period of 15 days through December 23, 2025. &lt;p&gt;Update of the plan has been under direction of Todd County Emergency Management in cooperation with U-Spatial at the University of Minnesota Duluth and representatives from county departments, city and township governments and other participating stakeholders.&amp;nbsp; Together, the planning team worked to identify cost-effective and sustainable actions to reduce or eliminate the long-term risk to human life or property from natural hazards. Examples include infrastructure projects for areas that experience repetitive flooding; construction of safe rooms in areas where residents and visitors are vulnerable to tornadoes and severe storm events; burying powerlines that may fail due to heavy snow, ice, or wind storms; ensuring timely emergency communication to the public through warning sirens and mass notification systems; and conducting outreach to increase public awareness of severe weather and personal preparedness.&lt;/p&gt;
&lt;p&gt;Hazard mitigation planning helps Todd County and other jurisdictions protect their residents. Working with local communities through the process helps identify vulnerabilities and develop strategies to reduce or eliminate the effects of a potential hazard. In addition, increasing public awareness of natural disasters and encouraging personal preparedness helps to create a community that is resilient to disaster, and breaks the cycle of response and recovery. Updating the plan further allows Todd County and its jurisdictions to be eligible to apply for future FEMA Hazard Mitigation Assistance grant program funding for projects that help to reduce or eliminate the impacts of future natural hazard events.&lt;/p&gt;
&lt;p&gt;Community feedback is vital to the success of the plan. Todd County invites public review and feedback of the draft plan prior to submitting it to the State of Minnesota and the Federal Emergency Management Agency (FEMA) for review.&lt;/p&gt;
&lt;p&gt;Comments, concerns, or questions regarding the draft plan or ideas for mitigation projects should be submitted either via the Hazard Mitigation Plan website online public feedback form or by contacting Todd County Emergency Management.&lt;/p&gt;
